the 12th batch of labourers' agreement expires. The

Samoan Goverment within six months agai: comes to our

country to recruit labour, What should be done to

improve recruitment so that there may be no malpractices

is for the consideration of the Ministry.

Messrs. Gibb Livingston & Company of Honkong

on behalf of the Samoan Goverment in recruiting labour

in Kwangtung should follow the procedure for recruiting

and for the number to be recruited apply to the local

Government concorned for permission bafore starting to

recruit. If more than the number are recruited the

countryfolk will lose their capital and property.

Strict control should be instituted in order to

prevent suffering to the people. The Ministry requested the Provincial Government to consider

the question and reply.

I am instructed by the Provincial Goverment to

ask the Hongkong Govern ent to investigate and institute

a strict control. I am to furni ah a report on

matter.

I have the honour therefore to request you to ask

the Hongkong Government to order an investigation and

to institute a strict control and to favour me with a

reply.
